Heilongjiang Vocational College of Tourism (HVCT), located in Heilongjiang Province, China, is a public higher vocational institution specializing in tourism, economics, trade, and related service industries. The institution operates under the supervision of the Heilongjiang Provincial Department of Commerce and the Heilongjiang Provincial Department of Education and is officially registered with the Ministry of Education of the People’s Republic of China. Established in 1957, the institution has developed through the integration and consolidation of several specialized vocational education institutions in Heilongjiang. Its development reflects a continued focus on strengthening vocational education and responding to the evolving needs of the tourism, commerce, and service sectors.
HVCT is recognized as a construction unit of Heilongjiang Province’s high-level vocational college and professional group development initiative (“Double High” Program) and serves as a national demonstration base for school-enterprise cooperation in tourism vocational education. In 2024, the institution was also selected as a construction unit of the Friendship College initiative under the Center for International People-to-People Exchange of the Ministry of Education, further supporting its development in international education and cultural exchange. As of 2026, HVCT operates across four campuses in Harbin and Jiamusi, with 13 secondary colleges and departments offering 34 higher vocational programs, alongside two pilot programs connecting higher vocational education with undergraduate study. The institution has more than 400 faculty and staff members and serves over 9,000 students.
